Hays Caldwell Economic Development Partnership
Mr. Groholske is the Director of Workforce Development for the Hays Caldwell Economic Development Partnership. He is responsible for the development and execution of workforce development initiatives in our region between education, industry, government, and non-profits. Previously, Ted worked with the San Marcos Area Chamber of Commerce as their Account Executive and and prior to that conducted employer outreach to assist businesses identify additional applicant lead sources, refine job descriptions, and review wage trend demographics to help ensure employers found the right person for the right job for Workforce Solutions Rural Capital Area. Ted also has experience in veterans’ employment and talent sourcing initiatives helping employers reach veterans with matching skills with experience. Ted made it to Texas in 2016 after trying Colorado, California, Pennsylvania, and Kentucky first! He earned a bachelor’s degree in business from Indiana Wesleyan University and is a native of Michigan.
Randy Bryan, Panelist

Mr. Bryan is a cybersecurity expert and the founder of tekRESCUE, a Texas-based, AI-centered technology company. With more than 20 years of professional experience, he helps businesses protect their data from cyber threats, implement AI solutions that improve efficiency and reduce costs, strengthen their websites, and expand their online visibility.
Mr. Bryan founded tekRESCUE after seeing businesses struggle to manage multiple technology needs without a trusted, comprehensive source of support. Today, he and his team provide integrated technology solutions that allow business owners to focus on serving their customers instead of managing their technology. Outside of work, Mr. Bryan enjoys spending time with his family and exploring the Texas outdoors.
Diane Cook, Panelist
Workforce Solutions Rural Capital Area
Ms. Cook brings over 20 years of experience in public sector implementation and management, with a focus on Workforce Development and Child Care Development Fund programs. She has served in leadership roles within the Texas Workforce Network, including as Deputy Director for two private contractors, where she collaborated across teams to analyze evidence-based research and implement strategic, business-driven solutions. Her work has emphasized risk assessment, strategic planning, and change management to effectively navigate evolving federal, state, and local systems. Diane holds a Master of Science in Social Work from The University of Texas at Austin. She currently serves as Chief Operations Officer for Workforce Solutions Rural Capital Area, where she continues to drive operational excellence and innovative workforce solutions.
Glenn R. Errhalt, Panelist
Randolph Brooks Federal Credit Union
Mr. Errhalt is the Human Resources Events Director at Randolph-Brooks Federal Credit Union (RBFCU). He is a graduate of The University of Texas at San Antonio and a dedicated advocate for higher education, workforce development, and student success. With more than 30 years of leadership experience in the financial services industry, he has held leadership roles with Tandy Corporation, The Capital Group Companies (American Funds), and Randolph-Brooks Federal Credit Union (RBFCU), where he leads strategic recruiting, workforce development, and community engagement initiatives across Texas. Recognized with the 2026 Outstanding Alumnus Service Award from the UTSA Alvarez College of Business, Mr. Errhalt is passionate about creating opportunities for students, veterans, and professionals through mentorship, education, and strong community and academic partnerships. San Marcos Area Chamber of Commerce
Ms. Michel has been an economic development professional for over 25 years and is a Certified Chamber Executive. Originally from the east coast, she married a Houston native and has been a Texan ever since. She was previously President/CEO of the Brenham/Washington County Chamber & Economic Development Foundation and the Texas City-La Marque Chamber. She loves to volunteer and has a long list of organizations where she’s served, including Texas Association of Business, CASA, Big Brothers Big Sisters, Lions Club, Rotary, Heritage Association of San Marcos, and Downtown Association of San Marcos. She and her husband have two sons. One is a recent graduate of Texas State University’s McCoy College of Business and one is married and lives in Houston. Ms. Michel enjoys hiking, kayaking, theatre, music and traveling.
Todd Gates, Panelist

Mr. Gates is the founder and CEO of HCS Technical Services, a Texas-based managed IT and cybersecurity firm serving businesses, governments, and utility organizations throughout Central Texas. He founded HCS in 1999 while attending Texas State University, initially providing technology support to fellow students and faculty. What began as a small computer support business evolved into a full-service IT organization focused on helping organizations improve security, reliability, and operational resilience.
With more than 25 years of experience in information technology, Mr. Gates specializes in cybersecurity, IT strategy, business continuity, and technology leadership for small and mid-sized organizations. Under his leadership, HCS has grown from a local support provider into a trusted technology partner helping clients navigate increasingly complex cybersecurity and compliance challenges.
Mr. Gates is passionate about translating technical concepts into practical business decisions and helping leaders understand how technology can support organizational growth, reduce risk, and strengthen operations.
